Didn't you noticed? In the movie most of the outside scenes was raining. Did it has some kind of meaning, symbolic meaning or sorts?

I think so. Its always rainy and gray outside. Really bleak looking which I guess is supposed to go with the mood of the movie.
The scary clown doll is hiding under my bed.
fallen is right, its meant as a metaphor for the film: dark, helpless, hopeless for the good guys. To add to the depression of the characters also, particularly Kate.
Its also likely to help emphasize that this is supposed be England, where it rains often.
