Where did she come from? Was she a demon from hell or a human Satanist sent to look after and protect Damien? Her history is totally unknown in this movie.

If the director included detail about Mrs Baylock, then it would move away from the objective of the film. I think we can assume that it was just 'ordained' that she was going to be a protector.
If you watch Omen 2 then this idea is more apparent as there are numerous survents/protectors of Damien who come from all walks of life.
The novelisation of the original film provided more details about her.
