Blatantly not London!

I've just watched this again for the first time in a long time and I'm astonished I never picked this up before, but the exterior shots of the us embassy in London, it's clearly not in London.

I appreciate other places in the world double up due to budget constraints but couldn't they have keyed in a London backdrop and skyline?!

The exterior shots looking over the 'Thames' it's clearly not London with lots of colourful and funny shapes buildings, when we all know, from London or not, it's not colourful at all, it's skyscrapers and housing blocks.

They keyed in the London eye and Big Ben, why not something else that makes it not look blatantly somewhere like Eastern Europe?!
