I agree with you. All the elements are there... the gore, nudity and humor is amped up full tilt! But ultimately it didn't quite gel together. The parts are greater than the sum.
In fact it's like they were trying too hard to hit all the right notes, it became a bit of a checklist exercise. Many of the more old school films had a natural flow about them. Piranha 3D is what happens when someone looks at those films, thinks about what made them great, then dials it up thinking it'll be the biggest, bestest version of the film imaginable. Forgoing thought into all other facets.
