I think the answer has already been given but I shall ask again – exactly how can Captain America make his shield do all the crazy things he can make it do?

No. That implies that every regular guy in the world, if given that type of shield, can do the shit he does with it.

Thus, the question becomes, why doesn't EVERYONE have one, and do that shit.

It's rare and expensive? Ok. Tthen EVERY superhero and top level agent.
