A secondary problem?

Much of the movie was about diagnosing and addressing an "SDH" (sub-dural hematoma), not about the original/real medical problem. The SDH arose because Mr. Lazarescu fell into his bathtub, and that occurred because the ambulance didn't come quickly.

Thus it seemed to me that what the medical system treated was a secondary problem it caused itself. It's why he progressed from merely being nauseous to being catatonic in just a few hours. The real root problem was correctly diagnosed by the EMT nurse, and noted by several of the doctors, but was never really addressed by the health care delivery system.

Did others see it that way too?
