Sorry if this has been explained before… Just watch the movie. What was Jodie Foster’s role and purpose in the whole movie? I didn’t get it and I just felt the whole thing didn’t make any sense. She just seemed like a confident tease.

She was brought in by the bank owner in order to negotiate with the robbers so that he could keep his secret hidden from public knowledge...
