Why was Liliana Mumy not given a higher billing?

In this film, she was practically the *soul* of it. She embodied the very innocence and sweetness of a little girl throughout the film and provided its moral anchor (along with the character Scott Calvin). Furthermore, her character practically *single-handedly* saved the day at the end of the film when she was the *only* one who could rescue Christmas from Jack Frost. In my opinion, she co-starred with Tim Allen, yet she was placed far, far down in the order of cast listing. Is there something I'm not understanding about Hollywood's priority of actor-ranking in a given film?

In general, billing has to do with how famous each actor is. In this movie, they wanted to keep the same order as the previous movies, no matter the importance of the character. In way, that was nice. Ann-Margret may be a legend but she was new to this franchise, while the others had been there since the start. Of course there are flaws about it, such as Eric Lloyd having a billing despite being practically a cameo.

That being said, I wouldn't say LUCY's character became important enough to be listed as a co-lead. At least not compared to CAROL and FROST.
