Brother, cousin, father, something else, or no relation at all to Sparrow? I'm guessing older brother, based on how Sparrow phrased the question to Teague about "mom" and Sparrows general demeanor and other questions. He'd only phrase it like that to a brother or father, but I think Teague is too young to be his father, plus wouldn't they both have the same last name if they were father and son? Whereas half brothers may not necessarily have the last name.

Aside from the "How's Mom" quip / give away. I think it's stated in the DVD commentary. I know I heard it from the director/cast at one point, not long after the movie first came out.
The chuckle for me is, he's played by Keith Richards... who then sits off to the side, while the discussion/mayhem carries on... strumming an old guitar.
