She arrives by plane, but she drice Texas car in Juarez, how come?

I am not an American or Mexican so I have perhaps missed something here. I noticed everytime J-Lo visits Juarez, she cathes the plane. But in Juarwz it is cleary seen she is driving a car with Texas plate number.

I knew the city lies at the border, but:

1. Why she should drive a Texas car, why not a local car?
2. Who took the car cross the border?
3. Director is making a close-up to the Texas plate number, he must mean something, what is that?

thanks

That can be considered a film flub. I live in El Paso, right by the border of Ciudad Juarez... in fact, I can look out the window of my house and see into Anapra. If she'd flown into the El Paso International Airport and rented a car then she would NOT have been allowed to drive that car into Mexico. That's a major rule that they tell you right away when you rent a car here.

I have flown into El Paso for three years. We always rent a car in Texas and drive it across the border. It is allowable as long as you have purchased Mexican insurance.

Flying into El Paso is a lot easier than flying into Juarez because of international costs. But we find that only American Airlines fly directly from Chicago into El Paso.

Only a select few rental car places allow the purchase of that kind of insurance. My brother-in-law works for Enterprise here in El Paso and they specifically tell you that their cars are not allowed to be driven into Mexico.

I can't really blame them considering the car theft epidemic that hits here every other year or so.

Actually that's very common, it's not a mistake from the film.

She arrived to El Paso, TX in which she rented a Texas vehicle to drive across the border. You don't need a permission to cross to Juarez, only to cross to Chihuahua and central Mexico.
