"Well, good for him"

I think it was a really nice touch that the director came up with.
SO, anyway, the whole end part of the movie focused on Arthur Allen as the prime suspect as in real life he is still the main suspect, but this particular movie implies someone else to be Zodiac.

It's Bawart. Take a look at the innocent camera work around him, while subtly emphasizing on him. And when Graysmith runs out of the police station, Bawart says "Well, good for him" replying to Mulanax' remark.

It was totally him. He was way too interested in who Graysmith was.

Hm, I think the movie quite clearly implies that Allen is the Zodiac (even though there has never been a shred of physical evidence to connect him). And the movie is based off of Graysmith's book and his entire life has been dedicated to declaring Allen to be the Zodiac and he has even bent the truth and fabricated information to support his personal belief and agenda against Allen despite DNA evidence all but completely clearing him of the crimes.

Still a great movie though. :-)

"Why couldn't the monkey arrange this from INSIDE the garbage can?"

Bawart says that line because we need to see him as a patrolman, so that at the very end when fifteen years later when he questions the victim at the Ontario airport we go, "Hey, look, Bawart has become captain of the precinct" and, as he says, "I've taken over for Mulanax."
