So who wrote the letters??

So here's a question I had that led me to a theory... if Bob Vaughn (the guy Gyllenhaal went to visit that creeped him out) said:

"Rick (Marshall) didn't draw any posters. Mr. Graysmith, I do the posters myself. That's my handwriting."

Then who wrote the letters??
After talking with a colleague of mine, that became the only question I though went unanswered in the film.

Trying to connect the people in the third act of the film, this is a theory I came up with. And sure, it's probably a shot in the dark...

Theory:
The Zodiac is actually three men working together.
Bob Vaughn wrote letters.
Rick Marshall created the codes.
Arthur Leigh Allen committed the murders.

If this has been asked or answered already, my apologies. Thanks for any insight!

The fact is, there's no real evidence that any of these three men were in any way involved in the Zodiac case. This movie, although well made and entertaining, is highly fictionalised and very inaccurate to the real facts of the case, and shouldn't be looked at as an objective overview of it.

The movie tells us that no real evidence was found that proved any of those suspects was involved.

The movie is not presented as an objective overview of it. It is an overview of how it drove certain people's lives to try and solve it. Which the movie tells us they couldn't.

Glasgow's FOREMOST authority.

Well the Zodiac himself must have authored one of the notes because he gave a piece of the victims bloody clothing in the same envelope. The taxi driver's.

Zodiac's partner, Fred Manalli, wrote the letters if you ask me. I'm 99% sure, but no way to prove it.
