Was Don Cheney a Suspect?

I saw where they compared his DNA to the Zodiac letters, but since it can't definitively be confirmed that it's the Zodiac's DNA on the letters, that doesn't fully exonerate any DNA tested. I'm not very informed on this case as some other true crime and it's a lot of information to go through, but I never could find where they had him as a suspect. It would certainly raise a red flag for me that he so adamantly pointed the finger at his friend. Wouldn't be outside the realm of possibility for Allen to tell his "story" and then Cheney adapts it for his own purposes. But it also wouldn't be outside the realm for the Zodiac to be both of them - or two others working together. Lots of possibles.

It's because anytime Allen evidence pointing to Allwn gets cleared his accusers would constantly come up with a reason.

Finger prints didn't match = who said its Zodiacs fingerprint?

Handwriting didn't match = Allen writes with both hands

DNA doesn't match = Allen had people lick stamps for him because he didn't like the taste of glue and made him sick.

So Don claimed he did lick stamps for Allen in the past and that's why he got tested. Of course when it didn't match... Well we don't really know if it's Zodiacs DNA on the envelopes.
