I assumed it was some sort of B&B, in most of Europe you'll find grannies who have just one or two rooms they let out using a sign in the window, and they are quit often registered with the local tourist agency. Considering all the hotels were booked that would be the only lodging left in town...I've stayed in a few and they aren't terrible.
