Confused about the initial set up

So the deal to take the drugs from evidence and give them to the dealer was all a set-up by the liutenent to get Cuba and Clifton Collins killed and the drugs were payment for the hit. My question is why? Why did Cole hauser want them killed in the first place?

Also why were the drugs actually cut with lethal rat poison?
Who was the intended target to get killed by the bad drugs?

Wanted them dead because of Clifton Collins killing that old guy and wanting to go to internal affairs.and the rat poison was cut with the coke I think that was just something that was there to add grit to the story
