In the Graphic Novel Norsefire rose to power after the war and rounded up all political dissenters and 'undesirables' for their experimentation, based on their Nazi Ideology.

Aye its potential plot hole. Since Norsefire rises as a result of terrorist attacks it engineers. Either Sutler did them will in government as a tory, or the attacks on the tube happened, norsefire gained power and further attacks orchestrated by norsefire occurred.
