The priest?


I don't understand what the priest was doing at Larkhill? Was he involved in the actual experimentation, or was he just there to turn to the public as a religious leader and say "all is well here!" But that wouldn't make sense because Larkhill was not known to the public?

He probably wasn't a Bishop or even a priest at that time. Maybe as you said, he was involved in the actual experimentation. It was never stated anywhere of his purpose at Larkhill, it's left to our imagination.

It was specifically said in the journal that he was there to monitor for ethics violations., but then Prothero reassured Delia that there was nothing to worry about.

Part of the way they controlled the populace was thought the use of religion ("Strength through unity, unity through faith"). By blaming the 'terrorist attacks' on St Mary's on 'religious extremeists' (i.e. radical Muslims, IMO) the govt gets the 'unity' (I.e. conformity) it needs and the Church benefits by not having any completion for followers (and their money/donations/tithes, ect). The priest is a part of it, an accessory, and is rewarded by govt pressure/help to rise within the Church. As/after he rises in the Church, he is able to work in compliance with the govt thus gaining more power/profiting by the joint venture. He uses the power of 'faith'/religion to manipulate the public into complying with the govt.

Larkhill wasn't a complete secret, it was the nature of what was being done there that was kept secret. So apparently there was some sort of ethical oversight to such facilities, and Lilliman was bribed to report that nothing was wrong.
