I think the arguement could be made that Valerie was the hero of V For Vendetta. It was after V read her letter that he took action, so it could be she inspired him to do so. He keeps a shrine to honor and remember her in his home.

I actually thought that too.

If it weren't for that letter I think V would've given up back in the "camp". And if he hadn't blown the facilities the High Chancellor and his people would've gotten away with everything.
