How did Evey not get caught when she left ?

The police were still looking for her after V admits he was the one torturing her and she left. HOw did she escape detection?

She mentions a friend saw her and didn't recognize her which I felt was silly because she looked exactly the same just with a shaved head.

V asked her that question and she replied that a fake ID works better than a mask ... Found that a bit weak because in a police state something like this could never happen, but decided to let it go ...
