It really does depend on your point of view.
V is someone that uses violence and destruction to achieve political change. So he could be and is considered throughout the film as a terrorist. In modern vernacular 'terrorist' equals 'bad guy'.
V is also someone who was a victim of an oppressive regime which now runs the country with an iron fist, denying personal freedoms and torturing and executing people for no good reason. So he is someone that looks to overthrow that regime and bring freedom and fairness back to the country. So he is a 'freedom fighter' which equals 'good guy'.
And for all the things V does in this film, I think cutting a young woman's hair is hardly the worst of his crimes!
