Who the heck was the "leak" that began the chain of events in the beggining and murder of Federal Agents???
The movie was like 7 music videos edited together.
The FBI (Washington DC office). This was revealed when they were on large cargo ship in the middle of the ocean. It's the scene where Tubbs says, "take it to the limit one more time", meaning they want to go deeper and catch the bigger fish (Montoya).
