I haven't seen this episode, but wanted to chime in regarding your question:
Once upon a time, my husband was an over the road truck driver, so I have a bit of first-hand information. Honestly, it can pay VERY well. An owner-operator can easily make $100-$150k/year. Some types of driving jobs pay even better, like those that haul new cars all over the country. They're called "parking lots", and make more money than the typical owner/operator. Other driving jobs that involve chemicals that are considered dangerous pay highly as well, and any government contract jobs (yes, the government contracts with private industry in this instance) pay VERY nicely.
Since I haven't seen the episode, I don't know what the dad was hauling. But I do know that it's entirely possible for someone with a CDL to make enough money to support a family. Also, I don't know what part of the country they live in- it's possible that he's making money hand over fist, and living in an area with a low cost of living. (Although- *10* kids? DANG)
