Why the MA/15 rating?

I haven't seen it, but I would really like to cause I'm a big fan of David Tennant. But whats the pretty much R rating for? I'm 13, I can watch some R rated things. But I recently rented Children of Dune from Netflix and it wasn't very appropiate for my little brother who was also watching. So I was just curious why its got an MA rating. Any help would be great. Thanks

yeah theres a few sex scenes but no rudey bits are shown :) plus the women wear some tight corsets with a lot of cleavage but thats about it :)
