I've seen this movie about a dozen times and I can never tell if that kid with the shoulder length blonde hair is a boy or girl.

He/she is the one where Tim Messenger tells Angel to "give the little blonde kid your hat" during Angel's talk with the school kids.

Boy. His name is Gabriel, and he originally had a larger part in the film before the scenes were cut (he was head of the hoodie gang). He was the grandson of one of the NWA members (the one who watched the cameras constantly).
