If these two are brothers, then why do they have the same first name and different surnames?

My sister has a different last name than me. It is always possible for children to have different last names. Maybe, the dad wanted all his sons to have the same first name, maybe his name is Glen.

I'm wondering if they both refer to their names with their surname first and given name after. Perhaps they are Gary & Ross Glen.
