Wow ... Ludlow's 'plans' were ingenious.

Firstly, let the bad guys you plan to executve start shooting first and get your rookie partner shot in the neck.

Secondly, when he escapes using the handcuff key and pointlessly fish-hooks the corrupt cop ... that was just crap. What was Ludlow's plan? To eventially get to the shovel?

What else was he supposed to do? If he killed the driver instead of the fish hook they might have crashed and killed everyone.

As opposed to certain death...?

If you will recall, the "Fremont" character had Lud and Disco covered while they were talking. Its obvious that they wanted to go thru the motions of setting up a drug deal and then kill them during a distraction while going thru these motions. Since Washington never was dirty, it should have been obbious to Fremont and Coates that the meeting arranged by Scribble was bad - remember, he was supposed to tell F&C that he could "provide what Washington couldn't provide anymore" and since Wash had never been in the business - dead giveaway the these cops had come to kill them.

If you listened to the dialogue, you'd know that the plan was to talk first and kill second.
