Ok, if I've understood the movie right then it's like this: Wander wanted Washington killed so he let two cops, or former cops(Coates & Fremont) kill him.
But why couldnt Coates & Fremont say they were cops when Tom visited them?

here is the deal on the Fremont & Coates situation. There were two real gangbangers Fremont & Coates, Washington (Terry Crews) had sprung them from jail, so that's how Vice Special new of them. Santos and Demille killed the real Fremont & Coates, swabbed their DNA and buried them in that hillside shack in El Sereno. Washington was killed by the fake Fremont & Coates, two undercover (deep undercover) LA County Sherrifs played by Common (fake Coates) and Cle Sloan (fake Fremont) and the real Fremont & Coates' DNA was planted at the scene. Theoretically, during the standoff at Fremont & Coates' place where Diskant was killed, fake Fremont & fake Coates new who Ludlow was and were paid to take him out (hence the gun battle). They were deep undercover, and were going to kill Tom, so they weren't going to say they were cops. Diskant didn't know exactly who they were, but knew that they were cops the minute that the fake Coates used the exigent circumstances line, since that is a police/legal term.

I don't get how they can use the "undercover" blanket. Even if they were undercover sheriffs, they shot and killed Discant and attempted to kill Keanu. Doesn't that make them more mercenary than cop?
Not to mention they murdered Scribble. I think they started off undercover, got in too deep, then eventually turned into drug pushers and mercenaries. After all, they were pretty much payed to get rid of Ludd. It was all pretty confusing, which is how I found myself here haha.
in the car with ludlow being held captive it is mentioned that they were two deputies who had the time of their lives and making the vice unit lots of money(via drugs or whatever).
so yea... they got in deep, were on a payroll and had lots of fun doing it.
Finally someone explained this to me!!!I just had serious doubts that 2 characters THAT evil are supposed to be cops/former cops or belong to any other law enforcement agency!!

But why did they shoot Diskant when he said "I know these guys"? Was he just collateral damage cause he was in the way between the two of them and Ludlow?

I thought I explained this, but they shot Diskant because they were going to kill Ludlow anyways, which would make Diskant a witness, plus Diskant had figured out that they were police, which if he got away, they would be done for.

thx for this, cause i was a little confused on this point too. although i think that the "exigent circumstances" line was meant to tell Lud and Diskant that they C&F were rogue cops, because it didn't matter at that point. Lud & Diskant were there to die anyway.

They're sheriff's deputies, not police, so it was at least plausible that Diskant would have run across them at some crime scene, but since they weren't anyone he worked with regularly, didn't recognize them at first. The "exigent circumstances" line probably sparked his recall.
I wondered about that too. But I think he recognized them as cops. Then realized that if they were cops, they knew why Ludlow and Diskant were there. Or perhaps Diskant knew who they were, and that they were dirty. So he tried to draw because he knew they were going to shoot them. That's the best I can do with it.
