What was the package that Biggs gives Ludlow at the end of the movie? I initailly thought it might have had something to do with Ludlow's wife, but it was never explained (or I just missed something).

What I figured it was, was the whole units investigation file. Accumulated notes on the whole "vice special" investigation.
But...Biggs dirty photos may be the answer too...like I said...no one really knows.

Yeah, it's a mystery. Maybe it's left up to us as the audience to decide what's in the folder. Maybe it has something to do with the crimes happening or just happened or even Tom's wife's death or something. I guess WE decide.
