The best line in the movie to me was also it's worst. It showed how deeply corrupted and twisted was Captain Wander.

Tom Ludlow: "But what happened to just locking up bad guys?"

Capt Wander: "We're all bad, Tom."

Absolutely creepy.

After seeing this movie, I've come to appreciate Forest Whitaker as a truly great actor.
