Alex Kingston's scenes

While watching this rambling wreck I had the distinct impression that Alex Kingston's scenes were not shot with the rest of the movie, but rather, shot later for some reason and cut into the film. Plotwise, they're totally unnecessary. You could cut them all out and no one would be the wiser. Note that no one in the "Navy command center" ever really interacts with anyone else in the movie -- it may have seemed like they were talking to the SEALs, but as I watch watching, I got the distinct impression that any dialogue given to the command center characters was driven not by what those characters wanted to say, but by what the SEALs had already said.

Anyone else notice this?
