To hire because there are a whole lot in this film? Or is it that they filmed in Canda?
shareI doubt it's because Canadians are inherently less expensive to hire, it's probably just that the movie was filmed in Canada. It would be needlessly expensive (not to mention inconvenient) to fly American actors across the border to play roles that they could have Canadians play. Obviously the Canadians aren't all just locals, but film is pretty big in places like Toronto or Vancouver (where this and most of the FD series was filmed), so it makes sense that lots of Canadian talent would be based out of these areas.
shareIt's not that expensive to fly people somewhere relative to what you're paying them. I'm sure the extras were Canadian, but they could have easily used American (or British) actors.
I don't know if it has anything to do with it, but Canadian actresses are more willing to do nude scenes in horror movies. There were a bunch of pretty talentless "scream queens" in the 90's who made a bunch of bad "horror movies" that basically degenerated into softcore porn, so nowadays American actresses seem to consider nudity in horror movies only one step above porn.
