Is he supposed to be British or Australian? Sometimes he sounds like he has an accent and sometimes not.

New Zealand actors can't do British accents at all. All they are taught at drama school are various American accents.

His accent has faded quite a bit since he first came on the show.

When he first arrived on the show he asked Meredith to guess his accent and said it was from New Zealand so he is supposed to be using his real-life Kiwi accent.

It's a warped version of the New Zealand accent. I guess he's been overseas a while and picked up the way they say things so it's turned out funny.
