IMO this is not that special; there are lots of these all over the city, but apparently this one is maintained by NYC Parks Dept exclusively. Google "Vest pocket parks" for more info on public spaces vs. community gardens http://www.greenthumbnyc.org/
There are what are called vest pocket or simply pocket parks in New York plus privately owned plots maintained by people.
I think this is the one called "Septuagesimo Uno" at 256 W. 71st Street. The name means 71 in Latin. Its located between West End Avenue and the intersection of Broadway and Amsetrdam Avenue. There is a video of it on You Tube.
I don't know everything. Neither does anyone else
