so why in almost every episode do scanlon and/or devalos doubt allison's dreams? you'd figure after the first dozen or so they'd just accept the fact that she knows stuff

In the series finale, Alison finally addresses this as well. The only redeeming thing about the world's worst TV series finale ever....

Detective Scanlon and District Attorney Devalos were so much "doubting" Allison's dreams as they were asking her to dream up more - more information as to what she saw in a dream.

The Detective needs probable cause to request a warrant and the District Attorney needs evidence to press charges.

It has to do more so with due process and court legality than doubting her.

Also, I have heard Devalos say I believe you Allison, you just need to bring me more evidence.

Not sure if they doubted her dreams, but more they doubted her interpretation of her dreams. They knew how uncanny she was at putting subject a and subject b together when no one else had a clue. But she at times went down the wrong road with her dreams.
