The NARUTO anime TV series is actually Part One of the Anime adaptation. NARUTO SHIPPUDEN is Part Two, and has not finished yet (even though its manga source has been done for a year).
1. It is not true.
2. Are you referring to Orochimaru? He gets killed and sealed several times, but keeps popping back. In the final Act of the series, he joins the good guys' side (out of curiosity rather than altruism, although he does reveal empathy rarely seen before), and becomes a parent (which parent, is a mystery).
