Carson said something about needing a "credible hijacker" to explain why they used Foster's character. I suppose the idea is that because Pratt knew the layout of the plane and the entrances and exits to the different parts of the plane, it would be feasible that she would be able to plant the explosives. If, however, you were relying on setting up Jane Average, a checkout assistant from Nowheretown, Georgia as a patsy and the most she knew about planes is that they could fly then it wouldn't seem as feasible to investigators.
Frankly though, everything to do with the "grand plan" of this film is a bit too much of a reach.
