Question regarding the Air Marshal

It was my understanding that since 9/11 federal officers were no longer able to carry firearms on flights they would have to be put in with checked luggage prior to boarding. If this is true he should not have been armed.

To the contrary I thought the number of Marshalls carrying firearms had increased? I believe they use low velocity ammo with a hollow point tip to limit the chances of a bucket puncturing the fuselage.
