Are there rules for air-marshalls regarding drug use?

I was just wondering because Peter Sarsgaard looked heavily sedated throughout the movie and he talked kinda slow, too. lol

I agree. When the captain asked him if he had seen the lil girl he answered "No" slow and soft, after about 5 min. of thinking. LOL
