Did he make an honest address mistake and was trying to question Billy or throw him a bone? Was he actually undercover? Was Costello correct about they were just lying about him being a cop?

From memory, Delahunt and his crew confront Queenan in the building and the other dude says "Where's your Boy" and then Delahunt disarms Queenan at which point a moment later, Queenan is thrown through the window to his death.
I think it was purposely left vague but in my opinion....I don't care how long an officer has been undercover or how deep undercover he is, no police officer/agent/detective is going to stand by while another police officer is being executed and he most certainly would not help with the execution. He was the leader of that current crew and he could have done any number of things to avoid the death of Queenan if he was a UC, IMO
