How old are the characters meant to be?

Freshman are usually 14.

The main five (Will, Layla, etc.) are freshman, Warren is a sophomore and Gwen and Penny are supposed to be seniors I think.

shareyeah even ignoring the fact that the actors were older, i thought warren seemed like a senior.
shareespecially considering how the whole school was afraid of him. even IF he was the kid of a huge supervillain, it didn't make sense that EVERYBODY would be so scared of him if he were only a sophomore. during the save the citizen exercise, it seemed like the two villains saw warren as (at least) an equal, and they were seniors, right?

When this movie came out, Sky High's official website had school ID cards for each character. And Warren's said he was a freshman.

Yeah but Warren wasn't there at the orientation, or when they were splitting the freshman into sidekick and hero statuses.
