Who would join Gwens team?
Considering Gwen was not really that powerful in Sky High, why did so many people join her team? Could it be because she was hot?
Gwen had more potential than the movie gave her. She controls technology. Computers, cell phones, airplanes, cars - all under her grasp. Imagine if superpowers existed and someone was a technopath. They could easily send nukes wherever they wanted.
But for the movie: there is always a kid who dreams of world domination, but needs a leader to guide them. Gwen took those three and gave them the leadership they craved.
