Is there automated software/plug-in to do the same effect now?

When production started in 2004 they still had to rotoscope key frames by hand, 8 years later is there some software or a plug-in for say Adobe Premier that does the conversion automatically the way other software can turn a photo into a painting automatically?

Yes, they even have ways you can film like this instantly, but it doesnt look nearly as good, nor flow as nicely. Also if you'll notice as the images get closer to the face the more detailed they are, this is hard to mimic without doing it the way they did.
