Close, but not quite. The cops aren't the drug dealers... the rehab center is. The cops are earnestly trying to break the drug ring. They suspect - but can't prove - that the New Path centers are behind the Substance D epidemic. The only way they can get someone into a center is if he is legitimately addicted and brain-damaged from D. The cops allowed Arctor to get hooked, and then dropped him off at a center in hopes that he would recover enough at some point to start thinking like a cop again and bring back any proof they might need of what New Path was up to.

Thank you so much Saint665 for explaining it better to me, i'm not the quickest cookie around, lol and you explained without insults to me which is refreshing,lol..so at the end with all the blue flowers he looked almost aware, does this mean the idea was working?

No problem: it can be a confusing movie the first time, especially if you allow yourself to get distracted by the visuals. The film has a much better re-watch value, once you have a basic idea of the plot and what little clues and details to watch and filter for.

ANYWAY...

In case you missed it, the cops had been prepping Arctor (and the audience) about the "blue flowers" all through the film. Just before going into the fields, he tells the farm foreman he misses his friends, and is told he'll see them around Thanksgiving. The final scene is Arctor stuffing (hiding) a blue flower in his boot, saying "a gift for my friends at Thanksgiving."

So yes, the "idea is working": he's recovered enough of his former (cop) self/brain to realize what's going on, and play a part in bringing it down. (That's one reason I like the film/book: it ends with his redemption.)

Like I said: the film has a decent rewatchability factor, and you'll pick up on a lot more a second time through...
