They both are almost alike, but is there a reason why Jon Voight wouldn't be a perfect choice to play Robert Hanssen for some reason at all?

Possibly because Chris Cooper was even more perfect.

Chris Cooper's acting was not that erratic as Jon Voight's acting?

I don't know how to reply to that. I think Chris Cooper is a terrific actor, and his performance in this film and October Sky were great. I don't think I've seen Jon Voight since Midnight Cowboy.

From the DVD extras the director says they had a short list, but before they started asking around, Chris Cooper found out about the movie and expressed an interest so they went with him and that was it.
