What did he mean by 'their own private wars'? SPOILERS

When Uri gave money to that general, he said that they needed money for their own private wars? What did he mean by that? Political infighting? Keeping political opponents at bay?

I think he meant some high-ranking military people wanted to support certain conflicts for their own world view that the Government did not want America to get involved in, so they were doing it behind their Government's back.

Oliver north ( us army ) was selling guns to in Iran to help fund the contras in Nicaragua look it up quite fascinating

most amazing about the iran-contra affair was that nobody even had to go to prison :) crooked politicians and warmongering officers enjoy immunity for their crimes most of the time.

He wasn't. He was in the Marine Corps.
