The diversion to Precinct 13

I've not seen this mentioned anywhere (apologies if it has been), yet I've seen quite a few posts saying how convenient it was that the crims even ended up in Precinct 13.

The radio message stated there was an accident up ahead so they'd been transferred to 13. Was the accident deliberately caused by the corrupt cops? I doubt the guy on the other side of the radio could've just said there was an accident if there actually wasn't one, and I'm sure it can't be hard to simulate a crashed car blocking the road if you're a cop.

No less hard during a snowstorm. We're left in the dark to resolve the ambiguity. I suppose the road block was accidental, in the 'crims' favor. Though it wouldn't matter If the plan was to take Bishop during transport, or delay until at the layover prison since they had a man on the inside. The assault team did a miserable job anyway like they weren't expecting Precinct 13 and had to roll with it.
