He was obviously an Elf, what happened to Capcoms creative team when they were designing the characters, I bet they were smoking pot.

I thought about that, too. In his first appearence he seemed to me just a short man, but after gazing at him very carefully in his next scenes, I realized that he had a sharp ears and a very light yellow eyes exactly like an Elf.
He is my favourite character in RE4, too bad he died so fast.
