Brendan's goal?

I love this movie, and I've seen it several times, but one thing I don't quite understand is why Brendan was so anxious to make sure that the negotiations between Tug and The Pin near the end of the film were successful.

He took a lot of risk in that scene, just by being there, but even more so when he volunteered to take the dose off the remaining brick, and when he tried to wrestle the gun out of Tug's hands. I just don't understand what his goal was. I know he wanted Tug and Laura to pay for being involved in Emily's murder, but I don't see why he needed to be there for that. He had the body for getting Tug into trouble, and as long as Tug still had the gun he would have gone down for Dode's murder as well.

I know his main goal of the movie was to figure out who was behind it all - the person who put Emily in front of the gun - but I don't see what Tug and The Pin patching things up has to do with achieving that. Laura having the brick in her locker was the only evidence he had against her that wasn't 100% circumstantial, and that was not part of his plan, it's just what ended up happening.

He didn't care if the negotiations were successful or not, he just needed to get The Pin and Tug in the same place at the same time so they'd both get busted when the cops showed up.

Also, he had timed it all (for when Brain called the cops to come in) and he had to play for time/stall, which would account for him offering to dose himself to test the brick... he was just running the clock out until the sirens.

Al: "What do people do for fun in this town?"
Max: "They eat the dinner."
