In order to steal all the satellite phones, he would logically have to break into every home in Barrow then search the entire home.
When they discovered the phones burnt in the movie, they had no idea who did it which means there wasn't one break-in reported(Logically someone in the town would reported a missing satellite phone/a break in)
Also wouldn't the police station have a satellite phone?(Unless he stole that as well)

I assumed that the missing phones were hunted for and found due to thefts being reported.
Still, the entire underdeveloped concept of the stranger should have been ditched.
The stranger's dog kills were just as implausible as the phone thefts. All the dogs in town are parked at the same convenient location? And what difference would the dogs have made against those monsters anyway?

I think they were Sled-Dogs used for transportation at a location that sold or rented them out as a business. The idea was to isolate the towns outside contact methods to prevent anyone from escaping to a neighboring town and alerting authorities who might then respond with a rescue force or maybe prepare to stop them from entering their own town.

They were all sled dogs, alternative transport out of Barrow. That's why they were killed, to isolate the residents in their town. It was a deliberate act meant to keep the people stranded. The Stranger did it.
