Because the film is in limited release.

Well, I don't really think that lack of studio promotion for "Rise" is actually *because* it's a limited release. Because if you say that, then you're just left with the question of why it only got a limited release in the first place. It's certainly not because it's an Art-House flick.
Releasing a film theatrically, even in a limited way, is expenseive. Maybe there was something in the filmmaker's contract that specified the film had to play theatrically. Obviously the studio doesn't like the film so they are just playing it in a few places to fulfill that part of the deal before sending it to DVD-land.
Just a guess, but that's what happened to Mike Judge's "Idiocracy," so I know it happens.
I think, plain and simple, that they knew this movie was bad. Its been on the shelf for how long? The few critics that saw it and reviewed it negatively OR were honest in stating they just wanted to see Lucy's naked body, complained that it seemed like whenever she was actually naked, the lighting was so dim and bad, what was the point?
Another said that they felt as though this happened because of "actress protest" where the bad lighting and such was too obvious to be an accident.
The movie was not very good, much like Cypher, but this one still went to theaters anyway, which was a mistake. Everyone has stated that the movie suffered on all fronts and 50% of the critics who reviewed the movie said that Liu herself was too sheepish to play a forceful character or really sell herself into the role to the depth that was need to even salvage the movie. That's not to mention if Liu herself may have secretly been crossing her fingers and hoping no press coverage would be used on this box-office bomb. So far she has had three this year and I hope it stops, soon!
